Why are universities open access laggards?

Peter Baldwin, co-founder and chairman of Arcadia, examines how digital technology has fundamentally undermined copyright. His arguments include that since those that produce academic content are compensated for their work, they do not need copyrights’ protection; that the professoriate is well-served by the existing (closed) system, but no one else is; and that libraries collectively have enough money in their acquisition budgets to make all new books open access, if they coordinate to do so. But will they?
